Just to add, this gives anyone with physical access to your system or ssh access to your system the right to run edit or view any file contained within that folder.
Thanks for the suggestion. I tried this, in addition to doing the same with the game files (just in case). Unfortunately it did not work :(

The log implies it is unable to render the web page that the launcher contains.
My suggestion for this is to:
Using Protontricks in the game prefix, install wine-internet-explorer
Verify you don't have the game stuck behind a firewall
If you have the flatpak steam, try a native install (honestly just throwing spaghetti at the wall here)
If I can be honest though, I don't know if it will help. I've seen similar issues crop up over the years with rockstar games and I've never seen it be resolved, only that complaints stops.
