I figured it out, I'm not sure if this is due to the suggestion from IngeniousRocks but I switched to ProtonGE 10, deleted the compat directory for RDR2 and tried again and it finally worked!

I remember when I played, there was a proton version that was specifically for rdr2. Like it has rdr2 in the name
Hm, that's definitely odd, I have a 7900XTX and Bazzite and have played it multiple times. Did you purchase it through Steam I assume? In my experience it's always Social Club as you're seeing. I wonder if there's something that needs to be installed like via protontricks, but just guessing for now
This is cursed but would probably fix it:
$chmod -R 777 $STEAMAPPS/compatdata/1174180 &&chmod -R a+x $STEAMAPPS/compatdata/1174180
This would need to be done after every update to the game or its proton prefix.
Edit: if it wasn't obvious, "$STEAMAPPS" should be replaced with the path to your steam library
Just to add, this gives anyone with physical access to your system or ssh access to your system the right to run edit or view any file contained within that folder.

Hey OP I saw this in another thread where rdr2 on Linux was brought up
The log implies it is unable to render the web page that the launcher contains.
My suggestion for this is to:
Using Protontricks in the game prefix, install wine-internet-explorer
Verify you don't have the game stuck behind a firewall
If you have the flatpak steam, try a native install (honestly just throwing spaghetti at the wall here)
If I can be honest though, I don't know if it will help. I've seen similar issues crop up over the years with rockstar games and I've never seen it be resolved, only that complaints stops.
