Not sure but this looks a lot like the Marine Mammal Center in Northern California. It’s basically a hospital that’s open to the public for educational (and donation) purposes.

There is a viewing deck above and good distance back from the pens where visitors can watch the animals get care and chill between vet visits.

The really sick critters are kept in a private area where they won’t be disturbed by anything.

The seal pens are medium security:

Otter Super Max (intensive care):

Our specialized otter tote, which is a dedicated area used to provide more intensive care for sick and injured sea otters. With a pool and dry haul-out area, our animal care experts can adjust the water temperature, water level and air temperature of the otter tote based on where an individual patient is in its recovery. This innovative rehabilitation tool helps reduce the risk of sea otter patients developing hypothermia and provides a safe space for them to groom and heal while their coat is compromised.

That's really sweet.
