Just going through box scores and such it seems that they have been playing much less than usual. The magic have 2 top 11 picks who aren't even getting rotation minutes to start the season and across the league there is a lot of similar situations

They drafted players that play the same position as previous seasons lottery picks. Their going to have issues with playing time, it's a given.
