I am a web designer that is decent at local marketing. I have some money saved up and want to invest it in starting up a small business that I can just manage the business, doing the admin work, marketing and sales, and then pay employees or 1099 workers to do the work. Looking for low as low of an initial investment as possible.

I was thinking something like a residential cleaning business or maybe pressure washing. Any other ideas? Looking for stuff where there is little chance of the worker causing damage I would be liable for.

Considering your expertise in web design and local marketing, you might want to delve into the world of digital content creation, perhaps running a blog network. Hire content writers, while you manage and market it. Over time, it can be highly automated with subscription models or ad revenues.
