Goff throws at the RBs feet -- or in their general vicinity -- all the time when he's about to take a sack.

It's a smart play. It isn't grounding. Having a rep from the officials come on and explain that after the broadcasters got it wrong was refreshing, but I want to see it happen when the officials get the call wrong too.
