When transferring from my file server to a windows client via 1Gb ethernet, the initial transfer speed is 1Gb/s but then drops and hovers around ~250 Mb/s.

File server is an Ubuntu server with a single HDD and client is a windows laptop with an SSD, and both are capable 1 Gb.

I've tried disabling defenders network protection, but it has no effect. Is this just an issue where my ssd buffer is full so the drive drops to it's native speed?

Any help is greatly appreciated.

I'm almost 100% sure you're hitting some kind of HDD or SSD cache as you mentionned. Setting up an iperf test between your file server and windows machine should give you a good hint on where the issue lies.
