Unfortunately not. The word for this is "dictatorship." There are and have been plenty of those that aren't failed states. Democracy is a historical anomaly, not the norm. The failed state part is coming, but we're not there yet.

For me a failed state is when the government doesn't follow its own laws or there is no penalty for breaking the law. Once rule of law is gone society and the nation have failed. It doesn't matter if it's democracy or any other form of government. If it's not following its own rules the anarchy is in charge, not the nation's traditions.
