Yes, the alternative was to get a 5 second violation which would have given minnesota a chance to inbound with a much higher probability of scoring. Neither team has a timeout.
Anderson made a half second decision. His best option would've been to slowly roll/bounce the ball on the ground. They tend not to do this because the other team could call timeout, but in this case the warriors had no timeouts.
Instead he chose to directly throw it at chris paul, ensuring it touches a player and starts the clock. If he had thrown it out of bounds the clock wouldn't have started and minnesota would've gotten the ball.
All in all it is a high level play that Anderson makes but at surface level looks like a really big mess up where he gives the other team a shot at tying the game.
