I’ve had mixed experiences with Chrono24 and customs. Two different ~$1000 purchases didn’t have any import fee, while another $850 one did. All were declared at the appropriate values, so who knows. I’ve got a Pelagos on the way that I know I’m going to get dinged on, not looking forward to that!

Yup, all were from Japan coming to the east coast, including the incoming Pelagos. /u/hope2c50 is right, it definitely seems to depend on who's shipping the watch.
It really depends on the shipper and if they know how to finesse customs. You can do so by declaring the watch to be a "replica for a movie" aka it's only worth $300...
