I don't get it:

21 psi  ~= 1.4 bar
15 feet ~= 4.5 m

To reach 1 bar pressure you need ~10m of water no?

Depends. They are probably meaning 0.4 bar greater than the pressure at the surface which is approximately 1 bar

To get one bar more than at the surface you need ten metres
