Fascists have a tradition of coopting left rhetoric. The NSDAP were called "national socialist worker party" for a reason. The quote alone could be used by unions and other leftist organizations but it is cooptable by the Right

The metaphor of this meme is that the apes represent the working class and that together they are strong. I don't think it needs to go any deeper than that

The Italian term fascismo is derived from fascio, meaning 'bundle of sticks', ultimately from the Latin word fasces.[4] This was the name given to political organizations in Italy known as fasci, groups similar to guilds or syndicates. According to Italian fascist dictator Benito Mussolini's own account, the Fasces of Revolutionary Action were founded in Italy in 1915.[21] In 1919, Mussolini founded the Italian Fasces of Combat in Milan, which became the National Fascist Party two years later. But I don’t think we should let the fascists take ownership over the idea of strength through unity.

Solidarity is strength through unity as well and is the bedrock of many leftist movements.
