No. Yes. And any sonar that exists already in use and has been since its invention. Mariners are asked to turn sonar devices off when near whales.
It sounds like they’re talking about some sort of flir device.
Makes sense, sonar seems too obvious.
Using flir for whale detection seems very interesting, I didn't know it could penetrate water to work well. I've use the handheld devices and they are neat little things.
Afaik flir is for above water only. Assuming that’s the tech they’re talking about though, it’s the early detection of breaching they’re likely looking for, so it may help.
