I guess it’s more rigid than a boonie? Might be a ballistic helmet with a pith covering?

It is made of compressed bamboo.

The NCR helmet looks almost like a covering over a standard helmet - hence my confusion. I'm aware that a normal pith helmet doesn't provide ballistic protection and is made of bamboo/other cloth material.

The NCR helmet, judging by the sound of the fall, is made of metal. a thin sheet metal bender.

Which is logical. In the wastelands, trees are scarce, but scrap metal is everywhere.
