This sounds like police carelessness rather than a problem with the technology - they just decided to arrest the closest person the system could find who had the same rare car. The license plate reader did not malfunction.
Police are pretty universally careless. Any technology provided to them will be used carelessly. Because of this, ALPRs are defective by design, which is very much a technology problem.
Exactly. And a cop loves plausible deniability. "The software said this was the guy."
