GPSLogger seems to fit your requirements. It allows you to send location data to a wide variety of different servers, including URLs.
Is this something you could do with tasker?
I've found gpslogger to phonetrack works well. The phonetrack app isn't bad but a bit heavy IMO.
Maybe Phonetrack? I use that in combination with nextcloud.
