!nostupidquestions is a community dedicated to being helpful and answering each others' questions on various topics.

The rules for posting and commenting, besides the rules defined here for lemmy.world, are as follows:

GTA loading screen art style is usually described as a blend of Pop Art and Neo-noir. The studio that does all their art is Anthrox Studio.

It is cel. It’s a specific shading process named after celluloid film that was briefly used for animation a lifetime ago. It’s pretty neat actually.

It is cel actually. It’s named after transparent paper that was used for animation forever ago, called celluloid.

I think “cel shading” is just 3d shaders that apply that style, though cel shading colloquially just references the style so I may be wrong on that part.

Vector portrait art. You'll get tons of results that look similar. Any search phrase that includes "vector" will give very similar art styles. Another term that gives good results is "vexel" art.

If you use StableDiffusion through a web UI (might exist for others as well), you might have access to a feature called 'interrogate', which allows you to find an approximate prompt to an image. Can be useful if you need it for future images.

So I've tried it on the link you provided, and this is what I got
