From a game theory perspective, some (very low) percentage of your penalty shots should be panenkas. If you’re not doing it at all, the keeper can always dive one direction and have a higher save rate.

Part confidence/part practice/part coaching. Of course, if you're going to try something like that, you have to believe you can do it. And if you're going to do it, you should practice so you can execute in the match. But also, I'd bet the coaching staff (maybe their own goalkeeper coach) does some homework on the diving tendencies of the opposition goalkeeper. When all those parts come together, you get something like what Icardi did...
