TB was not going for it on 4th down or going to kick a FG. Because buffalo had 3 TO's, 20 second, and josh allens arm. So if TB wanted to run one of those plays, the bills just need to call TO and if it fails, the bills have time for some plays with josh allens arm and 3 time outs from the 40 yard line. So TB just was trying to kill the clock. But they couldnt because of those 3 TO's
