Anyone smarter than me able to dumb it down? Seems really cool if it means we can use electricity to monitor quantum interactions, if that is indeed what it is saying.

Anyway, the simple version of what's going on here is that scientists have discovered a new way to use magnets to tweak the optical properties of a certain kind of semiconductor that becomes more electrically permeable in the presence of light. Nothing groundbreaking on its own but they might be able to employ something like this in future photonic chips.
Photonic computing will be a game changer if it ever happens. Doesn't it eliminate or reduce the heat problem?
