It's amazing how literally everyone here talking about the rules is wrong. This is a pretty clear call once VAR took a look. He reached out to grab the other player, which is not a "natural position", and then the ball hit the arm. It could have been a penalty for the tug, too!

Stupid thing is this could have been a pen but not for handball.

Maguire grabs his wrist stopping him from turning. The fact the ball hits Maguire at so close range means nothing but ref probably didn't want to make a decision on that so took the easy option of ball hit your hand... pen
