Buy a 5600g CPU and you might drop a good chunk of those watts. The first gen Ryzen ate a lot of watts at idle.

Can I transcode efficiently with that?
How are you measuring consumption? If you have a plugin wall meter what's you're psu efficiency?
A Meross wall plug on Home Assistant. I have no idea about the efficiency of the PSU.
Well that's likely where you're losing some power. Power supplies are not 100% efficient the higher the rating bronze/silver/gold/platinum the higher the percentage of power it's pulling form the wall goes right to your parts. If you have a cheap bronze psu pure likely around 80% efficiency
