Edit: i know you want to target your politocal enemies, or the wealthy, or cops. And you can/should include them in the target pool, but you need a really good source of randomness. Include your freinds, your family, and-if you drive a car-yourself on the list of potential targets. If your dource of randomness determines you must target yourself, no cheating.
