what does the heatsink of the p40 look like with the blower shroud removed? if it's just a normal fin stack i would just zip tie some 120mm fans to the front of the card after removing the shroud. the new 120x30mm (standard is 25-26mm thickness) antec fans (storm 120 t3) perform exceptionally well for the price and max out at 2200rpm, i would pick up a few of those. i have some of the 140mms and they're very very good.

Back when I still had the card I hooked up a 97mm Nidec Gamma 30 blower to an external fan controller.
Kept things simple, laid the PC flat on its side and simply used foam+cardboard to keep the blower fan upright.
I printed a loopback style fan adapter and chucked a big ol' terdo fan on my P100

i'd suggest removing the blower shroud and using 120mm fans ziptied to the front of the card. the antec fans perform well and max out at 2200rpm, worth giving them a try.
