In terms of anything, such as bad ownership, if their roster is aging or bad, if their front office seems incompetent, their overall direction seems impossible to figure out, etc. Can be short-term (next year or two) or long-term (anything after that) as well.

Patriots. Their current coach is also a terrible gm and it’s since become obvious he was propped up by Brady

A month ago I would have said Denver. No picks, "fluke" player and HC on massive contracts. But somehow they turned the ship.
