It was a foul, but also was a flop

Looks like Kyrie's algorithm overloaded and he fizzled.

Contact on the right arm, it actually is a foul. Kyrie sold it definitely, but you can see Brooks make contact in the replay. Broken clock is right twice a day.

The problem with calling techs for flopping is that it could be bad for certain players and cast a bad light on the league and they don’t want that, so they don’t enforce it.

By Dillon grabbing Kyrie's arm, it did disrupt Kyrie's dribble. If Kyrie doesn't flop, refs may not call the foul and Kyrie turns the ball over.

I mean is it really a flop (even though very exaggerated) if the foul did occur? Flopping should only be applicable to when foul doesn't occur.

I think there's a better frontal angle shown later, Dillion does grab his arm for a second which disrupts his arm movement. Obviously Kyrie oversells it but it was a close game with 2 minutes left, he wanted the refs to make sure to call it.

He was fouled. I don’t love Kyrie but he was going behind the back and Dillon held his off arm causing Kyrie to lose the ball. That’s a foul. He then reacted dramatically but the foul is there. It could be a considered a personal foul on Brooks, and then a technical on Kyrie.

It is a reach but that should also be a tech
