Use torrent over I2P. Qbittorrent can do it.
If you can share the cost of a VPN with one or more other people (most allow multiple devices to connect at the same time), it'll be much cheaper. Or if you can't afford that either, try to find someone who will let you use theirs for free. Maybe you can even find someone who isn't tech savvy who will pay you a few bucks a month to cover the VPN in exchange for you downloading Linux ISOs for them.
It's really that important in the USA? Asking from Europe, where Ivve never even heard of anyone getting fined.

I just do it "raw", using an IP denylist built into my client KTorrent. No problems for a while. But, I mostly do different media than you. (I do TV.)
Surprised no one has mentioned using a remote seedbox. There are providers who allow public torrent use, even if some of them discourage it. You can download torrents via a remote server, and then connect to that server via ssh, syncthing or sftp, which are all encrypted, and has the added benefit of giving you a shot at getting into private trackers, if you ever snag an open invite, where having a seedbox is almost essential.
Paiphon and Windscribe are good. The former gives you unlimited data, while the latter only provides 10 GB per month but has a court tested no logs policy.
Move down under to New Zealand - although we do have a 3 strikes law, the clament has to pay all fees upfront to thr ISP and get a court order first...

They can't afford $5/month for a VPN and you're suggesting they move to a different country? I have a feeling that that's out of their price range as well.
Honest question, why would you need a VPN if you want to download from private trackers?
Usually, copyright owners target people on public trackers and on the DHT. Not a problem if you only get into private trackers.
