Looked up Robert Downey jr. Found Tropicthunder which I assume is what you're talking about. The context between that and the Trudeau photo seems so far apart that it's a meaningless comparison. Trudeau did blackface himself as himself because he thought it was funny and he's a racist. Robert Downey appears to have done it as a commentary on doing it as part of a movie, I feel it was still definitely in bad taste but not at all comparable to if he just went to a party in blackface.

Yes I think a person doing blackface at a party and an actor playing a character doing blackface as a commentary on those who do are different. I think the second is still in poor taste but it is categorically different.
