How do they manage to sneak an entire statue onto a podium? Was the podium already there but empty?

Could be a podium made from interlocking cement modules. Just a guess.

Not just Trump flags, the last protest I was at had a single counter protester with a "Charlie Kirk" flag. It was the dumbest flag I've seen so far on this planet.
