Mary was hella into lean.
Mary Poppins was set in about 1910. You likely could get opium based cough syrup as there was little restriction/rules yet. She was giving them opium.
Her little hiccup I think was a joke about the alcohol content of the cough syrup.
The brand "One Night Cough Syrup" had alcohol, chloroform, cannabis, and morphine as their active ingredients. Sure it worked great, being unconscious makes it harder to cough, plus coughing requires breathing, so it works on two fronts.
The best way to get the kids to calm down and go to sleep. These days there are so few options.
Such a fucked up thing -- the kids weren't even sick. The 'medicine' was just to make them sleep.
