The perspective of this meme is making fun of "leftists" that say that true socialism has not been tried, and then the different nationalities punishing them because of the so called oppression they experienced under the system.
Are we sure Cambodia should be in the line up, especially above Yugoslavia or Vietnam? Also this might be nitpicky but it should be Soviets and not Russians, there were 14 other republics and iirc over a hundred or so distinct nationalities.
This would also work with the "get a hold of yourself" scene from Airplane!
The chauvinism that lies at the heart of their worldview is the underlying assumption that all those foreign people must be A) Doing their own liberation wrong and B) Lying about it
