It's Richard Ayoade (Eye-Oh-Wah-Dee) and I think this may be from The IT Crowd which is hilarious but I don't recognize this scene from that show. It's been a long time since I've seen it though. Its a mid 2000s show.
Edit: the more I watch it the more I think that's it bc the other guy looks to be Chris O'Dowd who was also in that show.
