Maybe because they don't possess a threat to us despite being surprisingly intelligent(this fact relates more to bigger parrots).

For the campfire to scale down like that it also needs more oxygen in the atmosphere. Otherwise you will just get some smoldering wood shavings(or they will turn into a candle fire in size if there enough of them close together). In both cases such campfire will exist for a very short time.

It was never trully about guns. The whole situation appeared mostly because of skilled people with decent quality 3D printing equipment are able to repair and recreate products for mere fraction of a cost, compared to what greedy corporations are asking you to pay. Which hurts their business models.
