There are two people in the world, honest hard working people, and lying thieving criminal scum, pirates are the latter. If there are more people pirating that means crime is going up and we need to increase enforcement of this criminal activity.
Finally someone gets that Piracy is illegal and needs drastic measures.
They need to block the whole instance, that place is dedicated to piracy as part of its lifeblood. It needs to be defederated entirely, they'll just set up more communities to get around it.
