If I were you, I'd do this based on the fact that Yealink T54W has 10 line.
Line 1- default line ( internal calls only, may be block outbound or use default CLID for outbound)
Line 2- department 1 ( CLId for department 1. Block incoming calls/ block internal)
Line 3- department 2 and so on.
You can make a phone button template out of this if many phones have similar usage.
