I had a few episodes in mind to argue were better, but I think the real peak South Park was Scott Tenorman Must Die. It has both the silliest jokes and the most fucked up plotline. It was the top of the "I don't care if you're offended this is too funny not to put out" without seeming like it was just being offensive purely for shock humor.
