The photographer is rendering a service for you. If you want to benefit from her service, you must pay for it.

This reddit thread might help you. I have a detailed answer there breaking down my opinions on the various Topaz products.

To sum up, Photo AI has slightly worse capabilities compared to the dedicated programs. It seems that Photo AI is geared more towards consumers or more budget limited photographers, while the dedicated programs with better capabilities are geared more towards professionals.

This doesn't sound like a photography question to me.

If you require equipment to do a job and you don't current have that equipment, then procure it. Go buy (or rent) what you need.
