Embrace the bad weather and get out there. See who else is out and about doing things and take portraits of them. One thing I notice about photographers portfolios is that there are rarely extensive bodies of work in adverse weather because people have the same idea as you but you can use that to make a difference with your photography to other peoples.

Not really advice but a simple musing. Landscape photography is by far the most difficult type of photography to do well. I come from a portraiture background and find landscapes so so difficult
