I wonder if there are devices for intercommunicating from device to phone. I want to put it near the door bell to allow duplex communications with any phone. I imagine it to use some messenger (well, I prefer telegraph) or a some self-hosted VoIP protocol. If needed, I have external IP (on a small server) to operate, but I don't want any 24/7 spying software from a closed proprietary solution.

Are there any devices to do so for reasonable money?

Yes, we done this in 1985, using state-of-art 40-bits encryption. It's totally safe, because it's commercial grade encryption system.

Ikea has a reasonable blinds motors, try them. They are zigbee, so home assistant, zigbee stick, raspberry pi and few of those (plus a bit of tinkering) should do the trick.

Commercially, electrical motor for shutters cost about 300-400 per motor. $8k per window sounds like post-capitalism to me.

I'd say that a local storage for family photos is essential. With backups.
