That's not really how point differential works since if they lose it goes down, but whatever

Penalties should be reviewable in the last 2 minutes of each half in c/nfl@nfl.community

Ignore the last two minutes. Just have a ref who reviews every call from the booth. If that ref wants to review a penalty they can.
