I wouldn't recommend Signal for privacy. It has quite a few concerning issues. There are some good alternatives however. I think Briar is good if privacy is your chief concern. Sam Bent compared some of the other alternatives in this video.

Guy has been a fed since day one. Involved in early CIA projects. Bunch of the early contracts he got for Oracle came directly from the CIA. It made the company. They've been pally ever since. Ellison is just the CIA with all the social tact of a tech billionaire.

Ah, I think I may have used the wrong terminology (though thank you for the respobses). What I'm really looking for is an organisation that provides public reviews of FOSS codebases and assesses their privacy and security. Is that a thing?
