Yeah there is no "plugins enabler" required, that's just a starfield thing.
If something is overwriting your plugins.txt it probably isn't Skyrim. Maybe you're launching something other than the actual game? Such as a mod organizer type of thing which isn't working correctly. Skyrim itself definitely should not do that, nor should skse64_loader.exe which is what you'd want to run instead if you have skse (a very widely-used mod).
If you're using steam, it's probably steamapps/compatdata/489830/pfx/drive_c/users/steamuser/AppData/Local/Skyrim Special Edition/Plugins.txt
. All the various tools will just try to modify that file for you.
I have ~500 mods working well on linux just by manually installing them one at a time over a couple of years.

When the best the CBC can do is one brief mention that civil liberties groups had "several issues with the bill" right at the end of a lightweight report that mostly stresses how urgent it is to combat foreign interference, many Canadians will resort to trashy "news" sites like The Canada Files which from the looks of some of the things it publishes has a pretty high probability of itself being a foreign disinformation campaign.

I'm not up to date with the latest research on the dangers of vaping. When I did look into it some years ago things were very much inconclusive. The only thing that was really clear was that it's nowhere near as bad as smoking, despite many well-funded people trying their hardest to prove otherwise. Presumably more evidence has come in since then.
But I do know that it is still a very good way to quit smoking. The only way that works for some people. There's been plenty of research to support that, but it seems pretty damn obvious to many of us who've done it.
It'll probably be a little less easy if the tobacco companies succeed in fully taking over the market with their shitty cigarette-shaped disposable products, so perhaps we can hope that someone considers that when deciding how to regulate the market.
It's just a thought. On further consideration I'd probably broaden it to any non-Starfleet faction. In cases where there is one involved in the plot I like it when they're portrayed in more depth than is usual.
