You can think about getting an 2nd hand Android Phone. If go for one which has broken sound/microfon/camera you may can get a pretty solid device for cheap money.

Recommondation for sure is Google Pixel Phone which have long term updates and you can play arround with alternative Android versions like GrapheneOS.

OsmAnd offers much more features and is more complicated. OrganicMaps on the other side is a different development team and for beginners much easier to use.

I guess it's only illegal IN the country. They cannot enforce that outside of their legislation. That means nobody can stop people using imagery to contribute to OSM. But if somebody has done this, try avoiding traveling to it.
