Correct. The US is structured with a hierarchy where federal laws supercede state laws supercede local laws.
The US is not (thanks for the correction) an ICC signatory and is ~~supposedly~~ therefore not obligated to comply with Netanyahu's arrest warrant and ship him to The Hague, ~~but~~ so the ICC can't compel the US federal government to actually do anything about it.
As much as it is a crime drama meme, diplomatic immunity is still a thing and would preclude his arrest (be it for a local law or attempted compliance with the ICC warrant) as long as the fed asserts that he has diplomatic immunity.
So this is a situation where the only practical option available to try to hold him accountable is vigilantism.
Not anymore. Clinton signed the treaty but never submitted it for ratification, so the US technically was never part of the ICC, and Bush "un-signed" it, absolving the US of any responsibilities whatsoever.

I mean, they could arrest him and immediately get him on a private plane to an ICC country, or the Netherlands, direct to The Hague.
Handling it the way ICE does sending people to various places, including internationally before the courts have a chance to do anything. Malicious compliance.

A bullshit arrest would be great political theater for the mayor.
I mean there's a purely mechanical issue as well, in that Netanyahu would have a bunch of his own armed security, plus US diplomatic security.
Just because a country isn't "obligated" doesn't mean they can't or shouldn't do what is right.
He just needs to put Riggs and Murtaugh on it. Ezpz
