For me it's the thought that it's somewhat probable that a future presidency is going to use that as a harassment / culling list

Friendly reminder that many small local positions on the ballot, as well as ballot measures, are both not as vehemently partisan and extremely important for influencing policy for your immediate community. Even if you don't like or want to participate in federal level politics, this is not a great reason to not vote for anything at any level.

That's the neat part. It doesn't! We have a 2 party system under a highly centralized government with some elected regional positions with no real relevant regional power. They're mostly considered "gift positions" political parties choose people to run for as favor exchanges. Municipalities and city/neighborhood level gov institutions are elected and do hold actual power to change the well being of their neighborhoods, but they are notorious for being toxic dens of corruption and thievery. There have been a few good mayors that have done wonders regarding crime, green areas or sports and whatnot in their neighborhoods, and when they do it's common for them to later run as presidents or senators. Our senators and congressmen basically never go to the briefings or even votes. There have been innumerable critically important issues and cries for useful regulation in many regard, particularly the last few decades, and if there are no serious votes or money in play, nothing gets passed... or worse, no one reads what gets passed leaving our legislative corpus plagued with loopholes born out of both incompetence and ill will. Our ignorant population keeps providing these people with power, only to see them sell off our critical natural resources, ecosystem, rights and well being to foreign interests. The right wing's in bed with the US and the left has been in bed with China for a while, formerly Spain. They set their abusive companies up, take all our money for basic services and critical infrastructure, and what do you know? Regulation is always incredibly convenient for them, and a very small amount of politicians and/or business types get rich by helping them destroy our society.

If I see someone that's worth voting for, I'll vote for them. This has just has not happened so far.
