No, you see it was the car that hit the cyclist, it did that on its own, that's why they're called automobiles, the car driver is the real victim here.
To be fair the driver was either black-out drunk or on their phone, so it's fair to say they weren't really driving at the time.
In many parts of the world it's legal for farmers to kill a dog that's worrying(chasing) or attacking cattle because the owner isn't in control of them.
By that logic, it should be legal to shoot out the tyres or otherwise put out of service a car the owner has lost control of.
