Which Navy will stand up to either with the backing on neither?
The list becomes much smaller, that's why nothing is done about American piracy.
Also the world police thing is just a military power projection. They don't want to be challenged so they take away country's need for an army.
Just a reminder that Ukraine has done a lot of damage to Russian ships, despite not having their own navy.
