I think he’s just not supposed to pull himself up on the rim, it’s not just the hanging

him pulling himself up is gathering the momentum and stability so he can drop before the other team is on the other side of the court

if he just flails back and forth until the energy dissipates they will have inbounded the ball already. this looks like a natural motion to stop the swinging

It’s not just two extremes. He kept his arms tense for the first part of the back swing - which is allowed and necessary for safety - but then continued to unnecessarily elevate/hold himself through the second half of the back swing, resulting in an extra second of that unnecessary elevation.

Technically, no pun intended, you’re supposed to extend and lower yourself instead - again, after you’ve stabilized yourself on the first part of the back swing.
