The EOD team assessed the item and determined it to be a 64lb naval projectile

Even a tiny amount of explosive can result in a big bang, and certainly hurt someone. If this is a 64 pound projectile, then there has to be a few pounds left even if it was just a tiny amount.

Live and tiny amount likely means it has a fuse that is potentially live.
