They can’t just ship 20,000 of them to another country, like Botswana wants to do, with its elephant problem?

I think you misread that. Have you not read the news articles about Botswana wanting to ship 20,000 elephants to Germany? They say that Germans are hunting their elephants. They claim that if Germans enjoy hunting their elephants so much, then Botswana’s government should be allowed to ship some elephants to them. The people in Botswana see the elephants as a nuisance.
